Reptiles need the UVB light to help digest their food.

No….
A UVB bulb is not only heat, in fact in most cases it is fluorescent and puts out no heat. The purpose of UVB is to produce vitamin D3 to aid in the digestion of calcium. Without UVB most animals will not properly digest calcium which can lead to malformation of bones, MBD (metabolic bone disease), pyramiding of the shell of the turtle, as well as softening of the shell. The desk lamp can be used in place of a UVA bulb for heat purposes, any common light bulb puts out UVA, including just a general desk lamp.

No, the UV buld produces simulated sunlight which the turtle needs. A regular bulb won’t do this. You can however, put the UV bulb into the desk lamp if it shines into the tank well.
