Grow light for 1 chili plant?

I want to take my chili plant in now as it’s getting colder and our summer was really bad so the poor thing is only a few inches high.
As it’s only one plant what lighting system can I use? I’m hoping to be able to buy an adjustable desk type lamp and I read a compact florescent light with a red spectrum is the best for flowering but are these available in normal lighting shops? If so what wattage and lumines etc do I need to look for, remember it’s only going to cover one plant and I’ll make a reflective over head too.

Can I just use a fluorescent light alongside a standard bulb (incandescent light?) then I’d surely have both spectra covered?

www.domusacademy.com This video shows the result of the Workshop “Make it your own” inspired by Achille Castiglioni’s work and mostly focusing on the “domestic”, everyday dimension of his extended catalogue of projects , this workshop is suggesting to understand, appreciate and “re-interpret” one of the master’s works in the light of contemporary possibilities in terms of relation, responsiveness, interaction and behaviour of technology-enhanced artifacts. The final goal of the proposals presented at the workshop conclusion revealed the intention to illustrate possible actualizations of timeless pieces by Castiglioni, in the light of strategies techniques and possibilities that recent technology development opened to designers. The new version of Tubino presents a different plastic tube and a modern electronics, by using soft pot slider, and handmade LED strips. The one on top of the lamp is addressable when it is used on the desk, while the other three are regular ones, turning on as soon as the lamp is put horizontal against the wall. The intensity of the lamp is adjustable, as it is depended on how many LEDs are switched on, when it is in a desk mode. When Tubino becomes an ambient lamp, potentiometer on the edge of the tube will allow controlling the intensity of the bottom light.
